I’m Debra Millist, a consultant and lead auditor specialising in quality, safety, and governance across health and community services. With more than 20 years’ experience in accreditation and certification, I’ve worked alongside organisations of all sizes to strengthen systems, prepare for audits, and embed consumer engagement at the heart of service delivery.
I’m passionate about supporting services to not only meet standards, but to genuinely improve outcomes for the people they serve.

Professional Journey
My career began as an Occupational Therapist, where I developed a deep appreciation for the impact that safe, high-quality services have on people’s lives. Over time, I transitioned into leadership roles in quality and safety management, eventually moving into accreditation and external assessment.
I’ve held senior roles within health and community sector organisations and have also consulted independently through Continuous Quality Solutions. These experiences have given me a unique perspective on both sides of the audit process — as an assessor and as a leader guiding organisations through accreditation and continuous improvement.
Consumer Engagement
Consumer engagement is a particular passion of mine. I believe services are strongest when they are designed in partnership with the people who use them. I’ve developed and implemented consumer engagement frameworks, facilitated co design activities, and trained staff in building meaningful partnerships with consumers.
This commitment has also extended to governance roles, including serving as Board Chair of an Aged Care Advisory Board and as a Board Member of the Australasian Association for Quality in Healthcare (AAQHC).
